Dr. Zhuping Sheng, Professional Engineer (P.E.) and Professional Hydrologist (P.H.), is the Director of the Texas A&M AgriLife Research and Extension Center at El Paso, and Department of Biological and Agricultural Engineering, The Texas A&M University. He has been working and published extensively on the Hueco-Bolson/Valle de Juarez transboundary aquifer. He is Co-PI of the Transboundary Aquifer Assessment Program.
